This is a very important consultation since it will affect future pricing and licensing of OS data and the direction of the organisation itself.
AGI is currently preparing its response to the CLG Consultation on Ordnance Survey. AGI points out:
Question 8 in the consultation document poses the question: 'What are your views on the impact of 'Ordnance Survey free' on the market?'
Also, Within the consultation document are three proposed 'options' for the Ordnance Survey business. Of these Option 1 is the 'Current Business Strategy', thus no change in relation to making OS data products free. However, Option 2 involves:
1) the release of a range of as yet undecided, but potentially large list of medium & small scale Ordnance Survey products 'free of charge and without restriction on use and re-use'.
2) the release of large scale products (seemingly unrefined) 'free and without restriction' to the market place. This would leave OS in part a subsidised data capture, collation & maintenance operation, with a separate 'ProductCo' entity continuing to compete in the market, creating and selling products, but accessing the unrefined large-scale data under the same terms as the rest of the market.
Briefly, Option 3 is a 'Staged Transition' (staged to 'what' is undetermined) involving the current Ordnance Survey business strategy with the release of medium & small scale products 'free and without restriction' but leaves large scale data chargeable. However, this option includes 'tariff re-balancing' between private and public sectors (currently the public sector pays less).
In order to gather evidence of any potential economic impacts of Options 2 & 3 on GI businesses (positive & negative); we have prepared a very short questionnaire for commercial organisations to complete.
Please assist AGI with this exercise. Without your help supporting information to justify any points AGI makes about the economic impact on other businesses of changing the Ordnance Survey business model, the value of this activity may be diminished.
