FC Wales smooths passage to important woodland

With its fascinating historical features, enchanting scenery and strong links to the end of the last major ice age, i Parkwood on the Gower is a popular tourist location. Forestry Commission Wales has stepped in to ensure a smoother passage into this environmental jewel after the Welsh Government woodland became the victim of its own alluring beauty. The road allowing access to the site of special scientific interest (SSSI) was showing signs of serious wear and tear, with badly pot-holed areas testifying to Parkwood’s popularity.

Saffery Champness comment on CAP Reform announcement

Commenting on the announcement on CAP Reform by EU Farm Minister, Dacian Ciolos, Andrew Arnott, a partner of  Saffery Champness Landed Estates & Rural Business Group says: “There was not much in the announcement that had not already been leaked. However, it confirms the intention to distribute subsidies more evenly by way of a cap on payments to farmers at 300,000 euros (£261,240) per year.  A progressive levy, to be applied on all payments exceeding 150,000 euros (£130,620), was also announced as a proposal. Assuming that the proposals will be approved by both the EU parliament and all member states, this will be bad news for many large arable farmers and some medium scale farming businesses, including those in the uplands. It remains to be seen whether the ‘sustainable and inclusive growth’ for European agriculture can really be achieved through these proposals.  I think they could, as they stand, have the opposite effect, acting as a disincentive to invest for farm businesses that are highly-mechanised with lower staffing levels”.

 Dr. Andrew Midgley

THE Scottish Rural Property and Business Association (SRPBA) has confirmed Dr Andrew Midgley as its new Senior Policy Officer for land use.  Andrew has previously worked at SNH and most recently at SAC, where he played a vital role in establishing the Rural Policy Centre.  In doing so he worked regularly with a wide range of policy stakeholders to provide the evidence needed in the debates surrounding CAP Reform and declining livestock numbers.

More recently within SAC, Andrew was involved in the Land Economy and Environment Research Group undertaking further work on CAP reform, analysis for the Land Use Strategy and research into the lack of affordable rural housing.
Andrew holds a BSc (Hons) in Geography and a Ph.D. from the University of Edinburgh with doctoral research focusing on the cultures of nature conservation in Scotland.

Following the appointment, SRPBA Chairman Luke Borwick commented:

“This is a key position within SRPBA for which Andrew is ideally suited given his career history and excellent contacts in the sector.  The Senior Land Use Policy officer is required to help SRPBA grow as a leading industry voice on issues like CAP reform, Land Use Strategy, SFP, LFASS and crofting amongst many others.  He will focus on the complex policy detail of rural affairs and help formulate responses which represent the best interests of our members.  We are delighted to appoint someone as experienced and qualified as Andrew and I am confident he will carry out this role to a first class standard.”

Andrew said of his new post:

“SRPBA comprises a bright and dedicated team of people, many of whom I have encountered through previous posts and look forward to working with again.  I am eager to get started and help ensure an organisation which provides such a strong voice for rural business can proceed with thorough and accurate knowledge and understanding of the very latest land use policy developments at its fingertips.”

Andrew is a Fellow of the Royal Geographical Society and in his free time enjoys cycling, hill walking and spending time with his young family.  He takes up his new post on April 18.
