FC Wales smooths passage to important woodland

With its fascinating historical features, enchanting scenery and strong links to the end of the last major ice age, i Parkwood on the Gower is a popular tourist location. Forestry Commission Wales has stepped in to ensure a smoother passage into this environmental jewel after the Welsh Government woodland became the victim of its own alluring beauty. The road allowing access to the site of special scientific interest (SSSI) was showing signs of serious wear and tear, with badly pot-holed areas testifying to Parkwood’s popularity.

Saffery Champness comment on CAP Reform announcement

Commenting on the announcement on CAP Reform by EU Farm Minister, Dacian Ciolos, Andrew Arnott, a partner of  Saffery Champness Landed Estates & Rural Business Group says: “There was not much in the announcement that had not already been leaked. However, it confirms the intention to distribute subsidies more evenly by way of a cap on payments to farmers at 300,000 euros (£261,240) per year.  A progressive levy, to be applied on all payments exceeding 150,000 euros (£130,620), was also announced as a proposal. Assuming that the proposals will be approved by both the EU parliament and all member states, this will be bad news for many large arable farmers and some medium scale farming businesses, including those in the uplands. It remains to be seen whether the ‘sustainable and inclusive growth’ for European agriculture can really be achieved through these proposals.  I think they could, as they stand, have the opposite effect, acting as a disincentive to invest for farm businesses that are highly-mechanised with lower staffing levels”.

Leaked proposals for the reform of CAP entitlements

News has recently been leaked from the European Commission that farmers who claim more than €150,000 from the direct support element of the CAP (Pillar1), will see their entitlement payments progressively capped.  Commenting on the leaked proposals Mike Harrison, a partner of Saffery Champness Landed Estates & Rural Business Group, says: “There is a strongly worded proposal for progressive cuts in the entitlement payments above €150,000 ( £127,000) with a cap of €300,000 (£255,000)”.   Whilst the new regulations will apparently incorporate an allowance which reflects the farm’s wages bill, which is welcome news and should mean that both larger and smaller farms are treated equally, there will be a discrimination for those using external contractors

More deer needed to keep venison on the plate

The Scottish Venison Partnership has announced this week that if things don't change Scotland will lose out as the lucrative venison market grows, and that the country needs up to 500 more deer farms to cope with an ever increasing demand for this popular food product. The Group, which represents Scotland's venison industry, is also about to commission a study into the feasibility of large scale venison parks in an attempt to address the shortage of home produced venison, and is advocating the promotion of roe venison, in addition to the more traditional red deer venison, to boost supply.

Tribunal tax case - helpful to shooting syndicates

In the recent First Tier Tax Tribunal case of Edward Harrison v HM Revenue & Customs (HMRC), it was held that the running of two shooting syndicates fell outside the scope of VAT. This case will provide valuable assistance to the shooting community, as it deals with the common situation where a landowner grants shooting rights to a syndicate in return for the provision of a number of days of shooting. Douglas Gordon a partner of the Landed Estates & Rural Business Group of Saffery Champness, explains the case: “The courts have previously considered shooting conducted by landowners – as in Lord Fisher and John Oswald Williams - but in this case the appellant was not the landowner but a licensee in relation to two distinct although neighbouring shoots.

The lifestory of Atlantic salmon is kept as a permanent record in their scales and could help efforts to protect future fish stocks, Defra-funded research has found. The research published today in the journal Scientific Reports helps solve the long-standing mystery of where in the ocean Atlantic salmon go to feed when they leave British waters, and could shed light on why numbers have declined since the 1970s.

 Douglas Gordon - Saffery Champness

The income from game shooting, which has been estimated to contribute more than £1.6 billion to the UK’s rural economy, has not gone unnoticed by HM Revenue & Customs. Consequently, VAT on shooting has developed into a major issue and, in some cases, a major liability for those who own and manage shoots. For those attending the CLA Game Fair and perhaps on whom HM Revenue & Customs have focussed their attention, expertise is on hand on Friday 23rd July at the GunsOnPegs stand at the Game Fair being held this year at Ragley Hall, Warwickshire.
